Building and sustaining national ICT and education agencies : lessons from Indonesia (PUSTEKKOM)

This case study explores the establishment and changing role of Pustekkom, the Centre for Information and Communication Technology (ICT) for Education, which is part of the Ministry of Education and Culture in Indonesia. Originally established a content development house, with a focus on audio and radio and video or film or television content, Pustekkom is currently grappling with a requirement to change its role, given a new mandate that it has been given to plan and provide ICT infrastructure, services, professional development, and resources to schools.

Investments in early years of education and childhood development are among the most cost-effective and beneficial a country can make to tackle learning poverty, promote healthy child development, and enhance shared prosperity. Over the past two decades, the Government of Indonesia (GoI) has scaled up its commitment to early childhood education and development (ECED) through various educational reforms, policies, programs, and financial investments. With the expansion of Indonesia’s ECED system, the GoI has committed to improving its quality since the early 2000s.

In 2018 we published an open licensing primer for early literacy publishers on open licensing, with a brief section for authors and illustrators. So much has changed since then that we decided to take a fresh look at the issues and challenges, this time giving full attention to content creators, such as publishers, authors, illustrators, and teacher, all of whom have a stake in producing high quality and cost effective materials for education.

The idea of Public-Private Partnerships (PPPs) has generated growing interest from governments around the world as a possible mechanism for developing and sustaining public infrastructure and services. For example, PPPs were identified at the 2002 World Summit on Sustainable Development as significant tools for achieving global sustainable development. Many governments are turning to the private sector for the financing, design, construction and operation of infrastructure projects.

The Struggle Against COVID-19 in Indonesian Education: Responses, requirements, and policy needs for returning to school

This report reflects on the Indonesian school system’s response to the COVID-19 pandemic, assesses the influences of these policies on children in Indonesia, and discusses lessons learned. It further synthesizes these lessons into policy recommendations that might guide the Ministry of Education, Culture, Research and Technology (MoECRT) to recover and to strengthen the system.
